Ghana has taken a decisive step toward strengthening fiscal discipline with the launch of the Public Financial Management (PFM) Compliance League Table, a new accountability tool designed to assess how well public institutions manage state resources.
Introduced by the Ministry of Finance, the League Table provides an objective, evidence-based ranking of institutions based on their adherence to the Public Financial Management Act, 2016 (Act 921) and related regulations. The initiative forms part of government’s commitment in the 2025 Budget Statement to improve transparency and accountability across the public sector.
The ranking system categorises institutions into levels such as highly compliant, compliant, moderately compliant, and least compliant, offering a clear picture of performance across ministries, departments, and agencies. While several institutions demonstrated strong compliance, others were identified as needing improvement, highlighting persistent gaps in financial management practices.
According to the Ministry, the League Table is not only a reporting mechanism but also a reform tool aimed at driving behavioural change. By publicly ranking institutions, it seeks to encourage adherence to financial rules, promote efficient use of public funds, and foster a culture of accountability.
Importantly, the Ministry has signalled its intention to engage institutions with low compliance scores to address weaknesses and enforce corrective measures.
Overall, the PFM Compliance League Table is expected to serve as a strategic instrument in Ghana’s fiscal reform agenda—raising standards, strengthening governance, and ensuring prudent management of public resources.
